The .liv file is optional, and only exists when a segment contains deletions.

Although per-segment, this file is maintained exterior to compound segment files.

Deletions (.liv) --> IndexHeader,Generation,Bits

• SegmentHeader --> IndexHeader
• Bits --> <Int64> ^LongCount
